Deconstructing the Day Laborer Dilemma

With more than 120 Division members and five expert panelists in attendance, the evening's program quickly took off with discussions on creative and feasible solutions that can be implemented at a local level in response to growing concerns regarding the congregation of day laborers within our cities.

 

photo of michael webb and chris shawkeyPart of the challenge in finding a solution, explained Michael Webb, City Attorney of the City of Redondo Beach, is that law-abiding individuals have an inherent right to solicit work.  Conversely, employers are free to seek and employ workers.  Chris Shawkey, Police Chief, City of Costa Mesa elaborated on this point by saying that cities must understand the problems arising from the presence of day laborers in not a matter that can be resolved with law enforcement alone.  Among the programs explored were those from the cities of Brea, Orange and Laguna Beach, which have been successful for different reasons.
