Mayor Pro Tem Horton has been a resident of Yorba Linda for 19 years, raising three children in the community. When she married her husband, Jim, she added three more children to her family. Jan has been an active volunteer in Yorba Linda, contributing her time and effort to school and PTA programs, Boy and Girl Scouts, sports, and church outreach programs. Professionally, she is an Occupational Therapist/Certified Hand Therapist currently working for St. Jude Therapy Services where she supervises the Hand/Upper Extremity Program and aide support staff. In her spare time, Jan enjoys quilting, cooking, and spending time with family and friends.

Mayor Pro Tem Horton has been appointed to represent the City Council on the Foothill/Eastern Corridor Joint Powers Authority, the North Orange County Cities Transit Feasibility and Alignment Study, and the Orange County Fire Authority.
